How do you not get accused of artificial backlinking practices?

Everyone knows how to get backlinks from various sites. But, many of the ways we all learned to backlink are now considered wrong by google and if you get too many backlinks from sites, even ones that might be related, you can still get hit with warnings of artificial backlinking. Just makes me wonder if there is any safe backlinking practices that can be done by a webmaster. Are there any truly safe ways to get a backlink now?

I don't really see how you can get penalized for backlinking from a site that is related to yours. Actually, it would make more sense that someone with a similar site would talk about your site, if it's got the same or similar subject matter. So for instance, if you have an educational blog with a good free educational resources list, you are likely to get backlinks from other educators on their blogs. Though it's unlikely you would get backlinks from marketing or golf blogs and any such backlinks might appear suspicious to Google.

Link building is fruitful if it is carried out properly.Quality link is important as compare to quantity.Link building is slow process and should be done carefully.Again relevant links makes a lot of difference.
I think the fundamental of seo are remain same, just focus on your content; content is prime factor to increase website traffic. Its the content which impress visitors and makes them spend more time on websites.

I wonder why it is illegal to have many backlinks. What if I promote my site via comments on popular blogs? Take for instance one very popular blogger that I read 5 of his blogs and that I leave a comment on those 5 blogs that I had read. Those 5 comments have my signature and the link to my site which is considered backlinks. How will that be illegal as a backlink? I am confused by this discussion.
