Are paid links good or bad for SEO?

Paid links that pass page rank are against Google's TOS as they artificially manipulate search results.

Google works hard to ensure that it fully discounts links intended to manipulate search engine results, such as excessive link exchanges and purchased links that pass PageRank.

But can paid links (without page rank) be good for SEO? Can they still serve a useful part of optimizing for higher rankings?

Are you sure you want to delete this post?

I am learning backlinks and paid link is not clear to me. Does the paid link comes from a service that you pay or from a site where you pay so you can post? I know that quality backlinks are hard to obtain so maybe you will be paying someone to do the work on the backlink from authority sites. Maybe you can elaborate because this paid backlink is important for my knowledge gathering.
