Need help becoming a Bing Publisher

Please give me tips on how to open a Bing Publisher account. Is this similar to opening a Google Adsense account? What requirements would I need for my website to qualify as a Bing Publisher?

Bing has partnered with Yahoo to create an advertising program for a publisher and it is called Media Net. You need high traffic before you can apply for Media Net advertising program. Getting approved for media net is more difficult than getting approved for adsense. Adsense works with small publisher, however, you need to be a moderate or big publisher if you want to get approved for media net.

Oh dear this sounds really complicated. Its harder to get approved to be a Bing Publisher yet its harder to get traffic to Bing unless in my opinion, you pay for traffic which is not a good strategy to make money. The irony of this is too much. Bing should be trying to attract people who will try and get them an audience. If this is the process i doubt many people will bother and bing will continue to be dominated by the existing users which will not do much to add to Bings traffic.
