Aside from http://www.forumpromotion.net that is posted above by @jadster, I think Beermoneyforum.com can also help. I have tried both sites and they have a good number of active members. Their boards are also active. I almost forgot, there's another site called forumcoin.com which also tackles websites and blogs. They allow free posting to promote your site. And as a bonus, you can also earn points with your posts.

I have an account on forum promotion. I joined this forum as a paid poster through The Forum Wheel. However, currently, this forum is not available on The Forum Wheel. This is a good platform for promotion. I liked the post exchange feature on this forum. I have not checked this forum for a long time, though.
