    Honestly, that would be kind of stupid. The forums would be overcrowded and it would be impossible to gain new affiliates if the actual forums were listed. Like stated above by "mqss", affiliate links is usually treated as spam and you'll get your accounts suspended several times before you actually find a way that works (which obviously requires a lot of accounts and lots of forums). Some forums will allow you to promote your affiliate links in some cases and other ones will ban you in a blink of an eye. There's usually a section for "referral links" where you'll be able to promote your links without being punished. WTB sections are one of the best places to promote your links but it's also a huge risk for being "rewarded" with a permanent ban for doing so.

    Yes I believe you can. And I also believe that it is one of the best options if you are starting out. Join groups or pages that have the similar contents as to whatever you are endorsing. As long as it's relevant to them, you'd have no problem. Also you can do the other popular way, you can pay people to visit or endorse your affiliate link. Or put them in your blogs and interact with other blogs.
