Can't you just write something without budget? And then make money from it using ads?

Since I am a content creator myself, I don't hire content creators. However, sometimes when I need articles on the niche I have never tried my hands or when I don't have time to create content myself, I will hire a writer. My budget always follow pay per assignment. I will offer payment for each article the writer produces. Last time, I hired a writer, I paid $3 for 400 word article. I hired her to write 25 articles, which means I paid $75.
