Can't withdraw earnings?

I'm level three and I get this error "You must withdraw $15 or more. Level up to reduce the withdraw minimum." I thought level three you could withdraw any amount, was this changed?

The Minimum Withdraw For Level 3 Member is $5.
So If You Have Just Upgrade To Level 3 Then Wait For Some Time Then Check.

If you have balance of $15 and you buy any service of $10, but you cancel that service, so you will not be able to withdraw that $10.You can withdraw only $5.

Even If You Add Money In Your Account Using Any Payment Method,Then Also You Can't withdraw that amount,

if you are in level- 3 than you can withdraw $15 with out any issue i think you have to contact support for this issue.
