My Admin has got Admin Permissions!

I have just recently promoted one of my Mods to Admin on my phpbb forum, this is the first Admin there has been accept me as I have always been a single Admin with Mods working too. The problem is, that I have added the member into the Administrators group but he only has very limited admin permissions. I have tried different things, tried making him Standard Admin, Full Admin, etc.. but still cant seem to get him to be able to do almost all the admin permissions he should be able to do.

Does anyone have any idea why this is?
Does anyone have any tips on things I can try?

Have you set the permissions on all of your boards for such a rank to be able to moderate and such? Certain ranks might not be able to do things that aren't set to let them do.
