I would recommend keeping the VIP club to only donating members and then offer such amazing benefits for giving money to the forum that they feel it's a worthwhile investment.

Better signature line options, more than two links and ability to post a large banner. I would want that from a VIP paid membership on a forum.

To be honest, I hate forums with VIP membership. I have been to one forum where there is even a VIP board that only VIP members can see it. You know, the first forum that I saw with a VIP board is a pornographic forum with the VIP board containing hard core porno. Don’t be surprised because I was part of the research team when our office was planning a website and it doesn’t matter what kind of website we visit during that research period. Anyway, I don’t understand why a decent forum has a VIP rank.
